Thomas J. Campbell

Chairman of the NISC Board of Directors

Thomas J. Campbell is President and Founder of DC Capital Partners, LLC, a private equity firm that focuses on investing in the defense and federal sectors. He is also the Chairman of TSG Holdings LLC, which holds a controlling interest in The SPECTRUM Group, a Washington D.C. area consulting firm. Tom has over 20 years of private equity, investment banking and merchant banking experience. From 1992 through 2006, he was a partner of Veritas Capital and Co-Founder of The Veritas Capital Fund LP. Prior to that time he was a senior member of the Merchant Banking Group of Wasserstein & Perella Co., Inc. where in addition to his investment activities, he also advised on select merger, acquisition and restructuring engagements such as the Time Warner merger and the restructuring of WPP. He began his business career at Coopers and Lybrand.

Mr. Campbell has been responsible for and/or monitored investments and served as a member of the Board of Directors of companies including, Pneumo Abex Corporation, Maybelline, Inc., HITCO Technologies, Inc., Bar Technologies Inc., Integrated Defense Technologies, Inc., TRAK Microwave, Inc., Vertex Aerospace Corporation (formerly "Raytheon Aerospace") DynCorp International Inc., Continental Electronics Inc., Enterprise Electronics Inc., Athena Innovative Solutions Inc., The Wornick Company, McNeil Technologies Inc., and Trawick Associates Inc.

Mr. Campbell received a B.S. from Lehigh University where he double-majored in Finance and Accounting, and is a Certified Public Accountant (CPA). He currently is Chairman of the Board of Trustees of Fordham Preparatory School, is a member of the Board of Trustees of The Pomfret School and is a member of the Board of Directors and Treasurer of the National Guard Youth Foundation.


Robert F. Hytner

Robert F. Hytner was the founder and CEO of Information Manufacturing Corporation (IMC) from 1998 until its sale to NISC in 2007. Rob is a 25+ year veteran of the Washington, D.C. metropolitan area consulting industry. Before founding IMC he was the COO at ADI Technology Corporation. Other positions he held include: Manager of Commercial Business Development for Integic, Inc.; Director of East Coast Sales and Operations Center Manager for Integrated Systems Analysts, Inc.; Senior Systems Analyst for CACI, Inc.; and Systems Analyst for Advanced Technology, Inc. Mr. Hytner holds a Bachelor’s of Arts in Political Science from the State University of New York.


Ambassador Henry A. Crumpton

Ambassador Henry A. Crumpton is a member of the NISC board of directors. He is a Distinguished Fellow at the EastWest Institute. He also advises companies on global risk and opportunity. With the rank of Ambassador-at-Large, he served as the Coordinator for Counterterrorism at the US Department of State from August 2005 until February 2007. Working directly for the Secretary of State, he developed, coordinated, and implemented US counterterrorism policy in Washington DC and abroad. Ambassador Crumpton joined the Central Intelligence Agency in 1981 as a Clandestine Service operations officer. For most of his 24 year career he operated in the foreign field, including assignments as Chief of Station. Ambassador Crumpton is the recipiet of numerous awards, and is a contributing author to Transforming U.S. Intelligence (2005). He serves as an advisory board member to the Department of Homeland Security's Study of Terrorism and Responses to Terrorism (START), a national consortium of universities. He also is a member of the Center for Strategic and International Studies' (CSIS) Transnational Threats Steering Committee. Ambassador Crumpton received a B.A. in Political Science from the University of New Mexico and a Masters in International Public Policy, with honors, from Johns Hopkins University's School of Advanced International Studies.


General Eric K. Shinseki

General Eric K. Shinseki (USA Retired) is a member of the NISC board of directors. General Shinseki was commissioned in the United States Army in June 1965, upon graduation from the United States Military Academy at West Point, New York. He served for 38 years in a succession of military command and staff assignments worldwide, including two combat tours in Vietnam and over 10 years in Cold War and post-Cold War Europe. General Shinseki served as the 34th Chief of Staff, United States Army, 1999-2003, before retiring from active service. He currently serves as a Director on several corporate boards and serves on the senior advisory boards at the Center for Public Leadership, JFK School of Government, Harvard University and at the Government Accountability Office to the Comptroller General of the United States. General Shinseki earned a Bachelor of Science degree at West Point, a Master of Arts degree in English Literature at Duke University (1976), and is a graduate of the U.S. National War College (1986). He held the inaugural Class of 1951 Chair on Leadership at the United States Military Academy from 2005-2007.


General Michael W. Hagee

General Michael W. Hagee, USMC (Ret.) is a member of the NISC board of directors. A native son of Fredericksburg, Texas, General Hagee joined the U.S. Navy in 1963. Graduating with distinction from the United States Naval Academy in 1968, he received a commission in the U.S. Marine Corps as an infantry officer. He retired as Commandant of the Marine Corps in 2006. During almost 39 years of service he held numerous command assignments as well as executive assistant to the Deputy Secretary of Defense and executive assistant to the Director of the Central Intelligence Agency. He currently serves a director on several boards of directors of major U.S. companies and non-profit organizations. General Hagee holds a bachelor's degree in electrical engineering from the U.S. Naval Academy, a masters degree in electrical engineering from the U.S. Naval Postgraduate School and a masters degree in national security studies from the U.S. Naval War College.


Kara L. Bue

Kara L. Bue is one of five founding partners of Armitage International, LLC. Ms. Bue also is the President of Key Bridge, Inc. a woman-owned corporation focused on consulting and government services. Previously, Ms. Bue served as Deputy Assistant Secretary of State for Regional Stability within the Bureau of Political-Military Affairs (PM). Prior to her position within PM, she served for nearly two years as Special Assistant to former Deputy Secretary of State Richard L. Armitage. During that time, Ms. Bue advised the Deputy Secretary on international security, counter terrorism, and South Asia matters. Before her federal service, Ms. Bue was a corporate and securities lawyer, with a specialty in financial services law. As an adjunct to her law practice, she participated, on a pro bono basis, in studies sponsored by the Center for Strategic and International Studies on the legal aspects of homeland defense.

Ms. Bue is a graduate of Brown University (A.B., 1986) and Loyola Law School, Los Angeles (J.D., 1993). She is admitted to practice law in California and the District of Columbia. Ms. Bue serves on the Boards of Directors of Freedom Fields USA, the Board of Advisors of the Center for Civil-Military Relations (CCMR) at the Naval Postgraduate School and teaches courses on civil-military relations. Ms. Bue also serves as the Military Outreach Fellow for the Center for U.S. Global Engagement.


Admiral T. Joseph Lopez, USN (Ret.)

Admiral Lopez is one of only two flag officers in the history of the U.S. Navy who have achieved four-star rank after direct commission from enlisted service. His principal assignments during his Naval career included tours as both Commander in Chief of U.S. Naval Forces, Europe and Commander in Chief Allied Forces, Southern Europe. He commanded all U.S. and Allied Bosnia Peace Forces from his headquarters in Sarajevo, Bosnia. During his career, Admiral Lopez won numerous medals and honors, including four Distinguished Service Medals and various other medals, ribbons and devices. He received numerous honors from his home state including selection as the West Virginian of the year in 1998 and the Interstate Highway 64 Bridge near the State Capital of Charleston was named in his honor by the West Virginia State Legislature.

Admiral Lopez joins the NISC board after serving as President of Information Manufacturing, LLC. Before that, Admiral Lopez was Chief Operating Officer for Brown and Root Services and later directed all U.S., British and Australian Government Projects Worldwide for Kellogg, Brown and Root. In addition to serving as a Trustee for two corporations, he is a member of the Boards of the National Youth Science Foundation, U. S. Naval Postgraduate School, National Defense University, Imagine West Virginia and the Armed Forces Benefit Association..

The Honorable Richard L. Armitage

The Honorable Richard L. Armitage became President of Armitage International in 2005. Previously he served as Deputy Secretary of State. Prior to this appointment, Mr. Armitage was President of Armitage Associates L.C. from May 1993 until March 2001. From March 1992 until his departure from public service in May 1993, Mr. Armitage (with the personal rank of Ambassador) directed U.S. assistance to the new independent states (NIS) of the former Soviet Union. From 1989 through 1992, Mr. Armitage filled key diplomatic positions as Presidential Special Negotiator for the Philippines Military Bases Agreement and Special Mediator for Water in the Middle East. President Bush sent him as a Special Emissary to Jordan's King Hussein during the 1991 Gulf War.

In May 1975 Mr. Armitage came to Washington as a Pentagon consultant and was posted in Tehran, Iran. He later took the position as Administrative Assistant to Senator Robert Dole of Kansas. In the 1980 Reagan administration Mr. Armitage was Deputy assistant Secretary of Defense for East Asia and Pacific Affairs in the Office of the Secretary of Defense. He later served as Assistant Secretary of Defense for International Security Affairs.

Mr. Armitage currently serves on the Board of Directors of ConocoPhillips, ManTech International Corporation and Transcu Ltd., is a member of The American Academy of Diplomacy as well as a member of the Board of Trustees of the Center for Strategic and International Studies (CSIS.)

Mr. Armitage graduated in 1967 from the U.S. Naval Academy. He served on a destroyer stationed on the Vietnam gunline and subsequently completed three combat tours with the riverine/advisory forces in Vietnam. He was most recently awarded the Department of State Distinguished Service Award and has been awarded the Presidential Citizens Medal, presented by the President to citizens who have performed exemplary deeds of service.


Jeffrey H. Smith

Jeffrey H. Smith, Partner, Arnold & Porter, is the Responsible Partner for the firm’s government contracts and public policy group. In October 1996, he rejoined the firm after serving as General Counsel of the Central Intelligence Agency. Previously Secretary of Defense Perry appointed Mr. Smith to the congressionally mandated Commission to Review the Roles and Missions of the Armed Services. He also chaired the Joint Security Commission established by Secretary of Defense Aspin and Director of Central Intelligence Woolsey to review security policy and practices in the defense and intelligence communities. Jeff served as the Chief of the Clinton Transition Team at the Department of Defense.

Prior to joining Arnold & Porter, Mr. Smith served as the General Counsel of the Senate Armed Services Committee. He also was Senator Sam Nunn’s designee to the Iran/Contra Committee and the Senate Select Committee on Intelligence. Prior to working for the Senate, he was an Assistant Legal Adviser at the State Department. Earlier, as an Army Judge Advocate General officer, he served as the Pentagon’s lawyer for the Panama Canal negotiations. A 1966 graduate of the U.S. Military Academy and a 1971 graduate of the University of Michigan Law School, Mr. Smith was appointed by President Clinton in June 1993 to the Board of Visitors of the Military Academy. He is a member of the Committee of Visitors of the University of Michigan Law School. He is also a member of the boards of trustees of Aerospace Corporation and the Henry L. Stimson Center, the board of directors of The Education for Employment Foundation and serves as General Counsel of the Goldwater Foundation. He has lectured and written on national security and international law, and is a member of the Council on Foreign Relations.
