Andrew B. Maner
Chief Executive Officer
Andrew B. Maner is Chief Executive Officer of National Interest Security Company, An IBM Company. Mr. Maner was formerly President of ABM, LLC, a strategic advisory services firm headquartered in Washington, DC, and from January 2002 until March 2006, he served as Chief Financial Officer for the Department of Homeland Security, where he was responsible for strategic planning, budget, finance, and investments within the $50 billion Department, and as Chief of Staff at Customs and Border Protection, where he led the integration of all border agencies into one single DHS agency.
Prior to DHS, he held several senior executive positions within both the private and federal sector. Mr. Maner started his government career in the White House press office of George H.W. Bush. In the early 1990s, he assisted nation-building efforts in Somalia. Mr. Maner earned an MBA from the Kellogg School of Management at Northwestern University and holds a B.A. from Purdue University.
He is a member of the Board of Directors of the Armed Forces Foundation.
James Van Dusen
Chief Financial Officer
James Van Dusen joins NISC having most recently served as Senior Vice President of Finance for L-3 Services Group. Mr. Van Dusen was Chief Financial Officer for the L-3 Titan Group where, in addition to his operating responsibilities, he coordinated the financial integration of the Titan Group into L-3 Communications and the subsequent formation of the L-3 Services Group. Van Dusen had served in a number of senior financial management positions with L-3 Communications since their acquisition of Vertex Aerospace, Inc. in December 2003. Prior to his tenure at L-3 Communications, Van Dusen served as Chief Financial Officer of Vertex Aerospace, formerly Raytheon Aerospace.
Patrick Crago
Chief Solutions Officer and Executive Vice
President
Patrick Crago brings a unique blend of entrepreneurial savvy and technical vision to NISC. A transplant from the Silicon Valley, he brings more than 16 years experience in large and small companies. A recognized Subject Matter Expert (SME) in multi-lingual data exploitation and a pioneer in data "constructuring," the process of bringing structure to unstructured data, Patrick leverages this knowledge to provide strategic investment and systems engineering consulting to a number of Federal Government customers. He has participated in the prototyping and development of a number of large scale, multi-lingual data exploitation systems for the Federal Government. Prior to supporting the Federal Government full-time, he ran a successful strategic technology consulting company and he served as an attorney for Sun Microsystems. Patrick earned a JD from the University of California, where he served on the Executive Board of the Hastings International Comparative Law Review, and a BA in International Security Issues from Stanford University.
Chris Whitlock
Executive Vice President
Chris brings 30 years of professional experience, with almost 20 in the services delivery market. He focused on services to federal government clients, but also served a number of commercial clients over time in the telecommunications, high technology, and manufacturing fields. Chris holds special expertise in strategy and strategic change areas, including enterprise portfolio assessments. He is a founder of Edge Consulting, now a part of National Interest Security Company, which specialized in operational performance assessments to drive strategy development particularly in the intelligence community arena as well as concept visualization/prototyping in large technology efforts. Chris directly led efforts to advise senior decision-makers in the DoD, Intelligence Community and select federal agencies using highly differentiated, empirically-based strategy development methods. In the government, he served in the military as well as a civilian member of the Intelligence Community. He holds a Bachelor's degree in History, a Master's degree in National Security Studies, a Master's of Business Administration and a series of professional certifications in leadership development, quality, and Lean Six Sigma.
Keller Staley
Executive Vice President
Keller Staley has more than 20 years of professional experience managing or working on Federal Government projects and tasks involving: program planning, management, and review; policy development and analysis; the design, development, implementation, training and documentation of business management processes and systems; and technology assessment and outreach. As a Vice President of TMS, now a part of National Interest Security Company, he managed several multi-million dollar and complex government contracts involving dozens of employees and several subcontractors. For example, he served as the Project Manager for a six-year contract with the U.S. Department of Energy (DOE), Office of Planning, Budget and Management within the Office of Energy Efficiency and Renewable Energy - a $1.4 billion/year Federal office responsible for the Nation's most important alternative energy policies and programs. Keller Staley has a B.A. in Political Science from DePauw University and a M.A. in Science, Technology and Public Policy from George Washington University.
Frank Strickland
Executive Vice President
Frank is a career intelligence officer with twenty-four years experience in CIA's Senior Intelligence Service and the U.S. Marine Corps. He previously led transformation and technology insertion at a major consulting firm. Frank's government assignments included deputy director Operational Support Office and Director Legislative Liaison, NRO. Frank designed the first method to quantitatively analyze the future value of information to operators. He also designed and executed the operational evaluation of the nation's first long-endurance UAV deployment. Much of his career focused on helping users gain access to and apply intelligence to operations as well as measuring that value. He is a published author and recipient of numerous awards including the National Intelligence Medal of Achievement. Frank holds a BA in Management, an MS in Technology Management, and the Chief Information Officer University's Certificate in Federal Executive Competencies.
Norman Montgomery
Executive Vice President
Norman Montgomery is Executive Vice President over the NISC Federal Solutions Team and is directly responsible for the overall market management and coordination of NISC's engagements throughout the homeland security sector. Norman has directly supported the Department of Homeland Security since its inception. He has over 25 years of professional service experience leading high performance teams in client delivery, operations and sales. Prior to NISC, he served in key leadership positions for BearingPoint, PricewaterhouseCoopers, and Oracle Corporations, supporting the Federal Government. Additionally, he led the Government Services organization for American Express.
Jose Rodriquez
Senior Vice President
Mr. Rodriguez led a range of increasingly critical operations over his 30 year CIA career. After serving in a variety of field commands, Mr. Rodriguez was selected to lead the CIA's Counter-Narcotics Center, bringing together intelligence analysts and operations officers to improve performance in pursuit of complex narco-trafficking networks. In the aftermath of 9/11, Mr. Rodriguez led the CIA Counterterrorism Center's worldwide collection program against international terrorist organizations and subsequently was selected as Director of the National Clandestine Service ("NCS"). Mr. Rodriguez is a seasoned executive, deeply knowledgeable of the intelligence community and its operations, and he is well known for his leadership in managing and evolving the NCS in a new era of missions and capabilities.
Stephen A. Leavitt
Senior Vice President and General Manager
Stephen A. Leavitt is responsible for overseeing the execution of NISC Maryland Operations' strategic plan and corporate vision. He has over 40 years of combined military, government, and contractor experience in Linguistics, Analysis, Artificial Intelligence, Information Technology, and Mission Management for the Intelligence Community. Prior to joining NISC, he proudly served 30 + years as a National Security Agency (NSA) civilian. His last position prior to retiring was Chief of the Field Support Branch and was responsible for the world-wide analysis and production modernization. Prior to NSA, Stephen served as a linguist and analyst for the USAF. Stephen is a graduate of the University of Maryland with a B.A. in Great Russian.
Maria Magoulas-Perkins
Senior Vice President
Maria has extensive Intelligence and Language Services expertise and is actively growing our analysis business and expanding our presence in the language services market. Prior to joining NISC, Ms. Magoulas-Perkins was the Senior Vice President for Intelligence and Language Services at McNeil Technologies, Inc. Before that position, she was an Executive Manager at the NSA and is an NSA-certified Master Multilinguist. Ms. Magoulas-Perkins has also served as a Congressional Senior Professional Staff Member on the House Permanent Select Committee on Intelligence (HPSCI), where she served as the Program Monitor for the Office of the Director of National Intelligence (ODNI) and as an Advocate for the Intelligence Community and the Department of Defense Language Workforce. She currently serves on the AFCEA Intelligence Board.
William King
General Counsel
Bill King is the General Counsel for NISC. From 2003 – 2007, Mr. King was with Athena Innovative Solutions, Inc., where he served as Deputy General Counsel, as well as an advisor to Department of Defense and Office of the Director of National Intelligence clients on legal and policy matters related to strategic counterintelligence operations. Following the acquisition of Athena by CACI in 2007, Mr. King continued with CACI as Senior Legal Counsel within the CACI-Athena business unit. Prior to joining Athena, Mr. King served as an intelligence officer with the Defense Intelligence Agency and the United States Air Force. He retired from the Air Force Reserve in 2008. Mr. King is a graduate of Virginia Tech (B.A.) and received his Juris Doctor degree from the Seattle University School of Law. He is the recipient of the Defense Meritorious Service Medal and the Office of the Secretary of Defense Award for Excellence.
Chris Blahm
Vice President
Chris Blahm is the Vice President for NISC Corporate Development where he oversees the delivery functions for the NISC Proposal Service Center as well as capture development activities with focused efforts on pipeline and contract vehicle management, and management of strategic partnerships. Chris joined NISC from CACI, Inc. where, as Director of the Analytic and Operations Support Division, he oversaw the development and delivery of advanced analytic and operational services to clients involved in national security and defense intelligence. Prior to his tenure at CACI, Chris worked with Affiliated Computer Services (ACS) where he was responsible for oversight, management and performance of multiple IC/DoD programs. Chris brings more than 16 years of experience supporting clients in national security, defense intelligence, and commercial communities. Chris has a BS from Oregon State University and is Project Management Professional (PMP) certified.
