Strategy and Portfolio Investment Development

With expertise in addressing complex strategy, we provide quantitative analysis to develop data-driven decision-making. Our emphasis is strategy development based on data-driven analysis. NISC infuses its quantitative methods and expertise into each service offering to instill confidence in the recommendations and deliverables it develops. Our strategy and portfolio investment analyses support a variety of missions within the DoD:

  • Helping the Office of the Secretary of Defense (OSD) identify Counter-Terrorism ISR needs through quantitative assessments
  • Assessing Conventional Force ISR needs for OSD by providing analytically based portfolio assessments

Data Exploitation and Information Services

Our knowledge management capabilities display the benefits of data exploitation coupled with semantic analysis providing actionable intelligence to capitalize on narrow windows of opportunity. This allows our classified clients to make the logical connections among apparently unrelated sets of data necessary to detect a terrorist cell and prevent a terrorist act. Our robust networked configurations accelerate the performance of these tools in speeding access to documents in multiple geographically or organizationally separated repositories.

NISC staff and solutions directly support mission-critical programs responsible for captured/seized terrorist-related documents for DoD and Intelligence Community customers. Our areas of expertise include: media/data capture, ingest, transformation, translation, summarization, classification, categorization, mass storage, access, and exploitation services.

NISC Data Exploitation Service Tools include:

  • Automatic Foreign Language Translation - translates multiple languages into English and vice versa and features speech recognition for audio files, text-to-speech conversion, and translation of website content
  • Foreign Language Optical Character Recognition (OCR) - identifies and corrects any characters that have been misrecognized in the scanning process to produce full-text indexes of foreign documents
  • Advanced Meaning-Based Search tools - that learn to perform better searches based on your previous searching decisions
  • Automatic Image and Entity Extraction - identifies document elements such as signatures, emblems, seals, and pictures that may help interpret the significance of a document in an overall investigation, as well as names of people, places and organizations and possibly relevant dates
  • Automatic Summarization - concisely summarizes many pages of data to more quickly determine their relevance
  • Push content - web crawling and other automated collection activities results in relevant subject categories on your user interface
  • Monitor the changing content of foreign language websites - translate it into English and archive it in relevant categories
  • Summarize many-paged documents concisely - quickly understand their content and relevance to your criminal investigation or antiterrorism efforts

Secure Technology and Hosted Storage Solutions

NISC specializes in physical and electronic storage solutions for documents that must be recouped from closing or down-sized military bases and Continuity of Operations and Disaster Recovery (COOP/DR) facilities for specific agencies.

The advantages of a hosted storage solution is that our DoD customers simply lease an ongoing service tailored to their requirements that they can also modify as needed instead of buying a vast system that is hard to change.

  • Networked storage has become so advanced that only organizations with the deepest IT resources and personnel with specialized expertise can master an in-house solution. NISC customers do not need to hire in-house storage experts, buy expensive equipment and infrastructure, or perform ongoing maintenance and troubleshooting
  • We offer storage solutions typically as a component of a hosted service comprised of a hosted application - a broadband network that gives the customer secure remote access to the application, and electronic storage
  • We adhere to DoD Records Management Directive 5015 consistent with creation, maintenance, and preservation of information as records, in any media, that document the transaction as business or mission in wartime and peacetime to provide evidence of DoD component organization, functions, policies, procedures, decisions, and activities
  • NISC, in support of our classified client base, offers Continuity of Operations (COOP)/Disaster Recovery Hot and Cold site solutions as well as secure physical storage of documents on various media

Advanced Research and Development

NISC has developed a number of core, enabling technologies as part of the solutions it deploys to customers. We have developed an ultra-high performance, distributed agent framework to support our high-performance computing and prototyping projects. Dissatisfied with the limitations of grid architectures and commercial applications to successfully parallelize and manage many software components in use by our customers, NISC has developed a fault-tolerant, robust, ultra-high performance distributed agent framework for parallelizing computing tasks
