ENERGY
Secure, affordable, and environmentally acceptable energy sources are essential for our Nation to maintain our high-quality living standards for current and future generations. NISC supports the Department of Energy's (DOE) mission "to discover the solutions to power and secure America's future" by providing managerial, technical, and administrative services to a wide variety of DOE program offices, including the Office of Fossil Energy, the Office of Nuclear Energy, the Office of Energy Efficiency and Renewable Energy, the National Nuclear Security Administration, the Office of Electricity Delivery and Energy Reliability, and the Office of Environmental Management. In addition, NISC provides valuable support to several DOE laboratories, including the National Energy Technology Laboratory and the National Renewable Energy Laboratory. NISC brings to our client a unique understanding of the entire DOE headquarters and field business and planning organization.
Strategic and Program Planning, Analysis, and Evaluation
At the strategic level, NISC conducts situational analyses by reviewing all pertinent legislative, regulatory, policy, and technology initiatives that apply to the various energy programs. At the program level, NISC prepares analyses, reviews and evaluations to support preparation of Agency Multi-Year Program Plans, Annual Operating Plans, and Program Updates. NISC provides facilitation services to lead strategic planning exercises and provides subject matter experts and performs scenario and option analyses to support planning activities.
Technical and Engineering Analysis
In response to inquiries from Congress, DOE senior management, and laboratory personnel, NISC prepares critical, complex technical support documents that are required to provide the basis for formulating strategic options and developing program planning direction. Opportunities for technological advancements are identified, and advanced technical, economic, and environmental performance parameters are defined. To meet the ever-changing market needs, NISC maintains an in-depth understanding of customer requirements related to regulatory, financial, and market sensitivities. NISC performs engineering analyses to support Departmental facility construction and management programs including Leadership in Energy and Environmental Design (LEED) criteria and supports the program for training and certification of Federal Project Manager for Capital construction projects.
Energy Management Services
NISC engineers and management professionals have both technical experience and in-depth understanding of the unique challenges of energy management in the public sector. NISC has translated this expertise into providing real energy, environmental, and sustainability solutions to numerous Federal Government agencies, including the Department of Energy (DOE), the Department of Defense, the Veterans' Administration, and the Department of Homeland Security.
NISC's energy management solutions have included both organization-wide and facility-specific levels, covering both energy supply-side and demand-side analyses. At the organizational level, NISC has aided federal agencies in developing and executing plans for across-the-board energy improvements. At the facility level, NISC is experienced in Energy Conservation Measure (ECM) identification and prioritization, as well as providing feasibility analyses for advanced technology and renewable energy applications. Technical Communications and Outreach
NISC personnel support the implementation of dynamic and targeted technical communications and outreach programs by analyzing our client's goals and objectives, developing relevant and accurate information, determining the most relevant outreach media and events, designing and acquiring outreach tools and materials, and conducting periodic assessment to verify program effectiveness. NISC develops evaluation programs to determine effectiveness of communication tools and utilizes all forms of outreach with particular emphasis on electronic and internet aided communication approaches. We perform webpage analysis and design for optimizing agency and program external and internal communications.
Environmental, Safety, and Health (ES&H) Support
ES&H is a major driver for all Federal programs and especially for the Department of Energys nuclear and environmental cleanup programs as well as for the energy technology research and development programs. NISC provides support in the several key areas: regulatory interpretation, review of environmental documentation, risk assessment, development of integrated environmental and safety management systems and evaluation of ES&H programs.
Financial and Budget Support
Financial and budgetary planning is critical to achieving DOEs mission and goals. NISC personnel provide many essential support functions: research and analysis of documentation, financial analysis, data collection and file maintenance, and document preparation. For the very important loan guarantee program, NISC provides investment analysis, risk analysis and performance evaluation for multibillion dollar proposals and awards.
Management and Administrative Support
NISC employs a systematic approach to monitor the spectrum of federal R&D programs to assist with the selection and planning of future activities. Periodic reviews are conducted to validate program focus. NISC provides management support and makes recommendations related to new business systems, business and management process improvements, and information resources advancements. In addition, NISC provides administrative and graphic capabilities to be fully responsive to client needs, including file and database maintenance, mail processing, correspondence preparation, document layout and printing, Powerpoint presentation, project planning and scheduling of program support activities.
