Strategy development and portfolio investment

NISC's emphasis is strategy development based on data-driven analysis. We infuse our quantitative methods and expertise into each service offering to instill confidence in the recommendations and deliverables we develop. Our strategy and portfolio investment analyses support a variety of missions within the national intelligence community:

• Helping the Office of the Director of National Intelligence (ODNI) with strategic planning and mission requirements
• Helping the Under Secretary of Defense for Intelligence - the USD(I), Office of Secretary of Defense (OSD), identify Counter-Terrorism and Conventional Force Intelligence, Surveillance, and Reconnaissance (ISR) needs by providing analytically based portfolio assessments
• Assessing persistent ISR Processing, Exploitation, and Dissemination (PED) needs for Joint Chiefs of Staff (JCS)

Cyber Security / Information Assurance

NISC's team of cyber security experts, including several Information Systems Security Engineering Professional (ISSEP) Certified professionals, is positioned to help implement cyber initiatives by delivering enterprise solutions from strategy to technology to operations. NISC is actively involved in:

• Helping the IC engineer and certify secure IT systems and network communications
• Assisting NSA in achieving compliance with DoD 8570, the Information Assurance Workforce Improvement Program

Multi-Lingual Data Exploitation/Data Mining

NISC has expert-level experience in multi-lingual processing, mining, and exploitation of all media types (paper, laptops, cell phones, etc.), including a state-of-the-art, rapidly deployable media exploitation and processing capability. We provide a host of solutions to the IC, including:

• Cross and monolingual data exploitation
• Extract, Transform, Load (ETL) of foreign language data for enterprise data mining
• Multiple applications developed by NISC for hard copy data exploitation (document image mining, page segmentation, Arabic, Chinese/Japanese/Korean [CJK] Optical Character Recognition [OCR]) and digital media exploitation (text extraction, machine translation, transcoding, Unicode and data normalization, named entity extraction, Categorization/Classification/Clustering).
• Pioneering data "constructuring" - the automation of formatting unstructured data into structured data.

Enterprise Mission Management & Capability Prototyping

NISC's experienced teams help provide the IC with the capability to affect end-to-end mission performance by quickly understanding mission needs and dynamically responding to emerging priorities. It enables top-down management while also enabling bottom-up initiative. NISC is currently supporting the Office of the National Counterintelligence Executive (ONCIX) with performance analysis, process re-engineering, and capability design to enable enhancements in CI mission management and mission performance. Other clients include the National Geospatial Agency (NGA), Joint Chiefs of Staff (JCS), and the Office of the Director of National Intelligence (ODNI). Our mission management concepts include:

Enterprise Infrastructure Solutions

NISC delivers customized information and management services and solutions across the entire lifecycle of data and information. • Enterprise Content Management (ECM) solutions to manage all of the captured and converted data
• Solutions for Multi-petabyte structured and unstructured data capture, document and media conversion, including multi-lingual data capabilities
• Electronic records management: As one of Microsoft's Gold Certified partners, as well as a partner in its Records Management Preferred Partner Program (RM3P), we design, develop, implement, and manage Microsoft Office SharePoint Server 2007 solutions
• Data processing and exploitation: Multi-lingual processing, mining, and exploitation of all media types (paper, laptops, cell phones, etc.), including a state-of-the-art, rapidly deployable media exploitation and processing capability
• Continuity of Operations (COOP) and Disaster Recovery (DR): As part of our data management capabilities, we offer "warm" and "hot" COOP support in a secure, state-of-the-art facility possessing secure connectivity over an OC-192 communications line

Enterprise Content Management (ECM) Services

• We combine traditional document conversion and storage services with state-of-the-art software applications and high-end data extraction and analysis, transforming practically any form of data into secure, versatile, easily accessible digital information
• Our service offerings leverage people, processes and infrastructure. Clients can extend our service by leasing a hosted records management (RM) application accessible over a broadband network infrastructure having the assurances that government data will remain on government property, alleviating many data privacy and physical security concerns
• Our services readily replicate as a repeatable business process and can diversify to keep pace with enterprise data growth and change.
• We can develop custom, or tailor COTS technology packages like those from Microsoft Office SharePoint Server (MOSS), HP Trim Software or the NISC owned WSSRD application to help federal agencies quickly and affordably comply with data management and retention policies

Computer Forensics

NISC personnel have a thorough understanding of computer forensics and network collection analysis and have extensive hands-on experience with the corresponding COTS and GOTS packages, including foreign-language media. Working closely with its IC customers, NISC has integrated computer forensics into data mining and enterprise workflow.

Multi-Level Security

NISC has designed, developed, and provided Tier 3 support for a large Federal Government customer. Our solutions include; strong working knowledge of the security accreditation process and corresponding security review boards, and J2EE One Way Transfer Management solution (enterprise grade, handles multiple protocols, gathers metrics, performs flow control, and assures data delivery).

Advanced Research and Development

NISC has developed a number of core, enabling technologies as part of the solutions it deploys to customers. We have developed an ultra-high performance, distributed agent framework to support our high-performance computing and prototyping projects. Dissatisfied with the limitations of grid architectures and commercial applications to successfully parallelize and manage many software components in use by our customers, NISC has developed a fault-tolerant, robust, ultra-high performance distributed agent framework for parallelizing computing tasks
