National Interest Security Company Enhances Space Systems Acquisition Expertise
Fairfax, VA, (July 27, 2009). National Interest Security Company, LLC, (NISC), a leading provider of innovative information technology, information management and management technology consulting, announced today that Thomas Behling, former Deputy Under Secretary of Defense for Intelligence, and Francis C. "Luke" Lukenbill, a former National Reconnaissance Office (NRO) Major Program Manager, have joined NISC. Messrs. Behling and Lukenbill's collective expertise will significantly enhance NISC support of its clients in the intelligence, defense, and homeland security areas. They join other distinguished leaders at NISC, including Jose Rodriguez, former Director of the Central Intelligence Agency (CIA) National Clandestine Service; Dr. Les Dreiling, former CIA senior scientist; and Juliane Gallina, former Deputy Program Manager in the NRO.
As a Senior Vice President of NISC Mission Services, Mr. Behling will lead engagements in the Intelligence/Defense team that help NISC clients assess, plan, and acquire strategic capabilities, with an emphasis on Intelligence, Surveillance, and Reconnaissance (ISR) for Irregular Warfare and ensuring freedom-of-space operations.
As a Vice President of NISC Mission Services, Mr. Lukenbill will apply his expert knowledge of global communications, IT, and intelligence programs to help clients improve their mission performance.

Mr. Behling is former Deputy Under Secretary for Intelligence, Office of the Secretary of Defense, where he evaluated and oversaw intelligence capabilities, persistent surveillance systems, warning systems, and ISR capabilities. He is a nationally recognized expert in the assessment of space programs. In the early 1990’s he was a contributing author of the "Woolsey Panel" report on future overhead systems. More recently, Mr. Behling was the Staff Director of the "Kerr Panel" report on overhead systems. Mr. Behling is a recipient of the CIA Distinguished Career Intelligence Medal and the NRO Medal of Distinguished Performance.
Mr. Lukenbill is the former Director, Space Systems Group, and the former Deputy Commander, Space and Naval Warfare Systems Command, Space Field Activity. Prior to this assignment, he served as the Deputy Director for Systems Engineering for Space Systems Program Office at the NRO, where he was responsible for systems engineering activities for multi-billion dollar space-based reconnaissance systems. Other assignments and honors have included command of the U.S. Naval Air Mediterranean Repair Activity (NAMRA) and being selected as the recipient of the Naval Sea Systems Command Award for Excellence in Weapons Systems Engineering at the Naval Postgraduate School.
